GENTEXT/REMARKS/1. THIS MARADMIN ANNOUNCES THE FY 2010 U.S. MARINE CORPS STAFF NONCOMMISSIONED OFFICER (SNCO) PROMOTION SELECTION BOARD SCHEDULE AND PROVIDES PROMOTION GUIDANCE. ADDRESSES, POINTS OF CONTACT, E-MAIL ADDRESSES, AND INTERNET INFORMATION MENTIONED IN THIS MARADMIN ARE CONTAINED IN PARAGRAPH 11. THE ELIGIBILITY CRITERIA (I.E., DATE OF RANK (DOR) AND ARMED FORCES ACTIVE DUTY BASE DATE (AFADBD)) FOR EACH ACTIVE DUTY AND ACTIVE RESERVE SNCO SELECTION BOARD WILL BE RELEASED VIA MARADMIN MESSAGE 60 DAYS PRIOR TO THE CONVENING DATE OF THE SELECTION BOARD. REVISIONS TO THE ELIGIBILITY CRITERIA WILL BE RELEASED 30 DAYS BEFORE THE CONVENING DATE OF THE BOARD. THE RESERVE ELIGIBILITY CRITERIA (I.E., DOR AND AFADBD FOR THE ACTIVE RESERVE (AR) CATEGORY AND DOR AND PAY ENTRY BASE DATE (PEBD) FOR THE SELECT MARINE CORPS RESERVE (SMCR) AND INDIVIDUAL READY RESERVE (IRR) CATEGORIES) WILL BE RELEASED VIA MARADMIN MESSAGE 90 DAYS PRIOR TO THE CONVENING DATE OF THE RESERVE SNCO SELECTION BOARD. REVISIONS TO THE ELIGIBILITY CRITERIA WILL BE RELEASED 45 DAYS PRIOR TO THE CONVENING DATE OF THE BOARD.
3. PERSONAL AND COMMAND RESPONSIBILITIES.
A. PERSONAL RESPONSIBILITIES. EVEN THOUGH MARINES ARE SUBJECT TO AN EVER-INCREASING PACE OF DEPLOYMENTS AND OPERATIONAL COMMITMENTS, THEY MUST UNDERSTAND THAT THEIR OBLIGATION TO PREPARE FOR PROMOTION CONSIDERATION STILL EXISTS. MARINES ARE REMINDED THAT THEY HAVE A PERSONAL RESPONSIBILITY FOR THE ACCURACY AND COMPLETION OF THEIR OWN RECORD. A MARINE IS PERSONALLY RESPONSIBLE FOR ENSURING THE ACCURACY AND COMPLETENESS OF HIS OR HER OFFICIAL MILITARY PERSONNEL FILE (OMPF) AND MASTER BRIEF SHEET (MBS) WITHIN 12 MONTHS FROM THE DATE THE BOARD CONVENES. REF A ANNOUNCED THAT ADDITIONAL INFORMATION WAS ADDED TO THE MBS. MARINES SHOULD REVIEW REF A AND ENSURE THEY ADHERE TO THE GUIDANCE PROVIDED. THE OMPF AND MBS CAN BE OBTAINED BY FAX, E-MAIL, MARINE-ON-LINE, OR WRITTEN REQUEST TO THE CMC (MMSB-10). SEE REF B, PARA 1.4, TO DETERMINE WHAT IS AN APPROPRIATE DOCUMENT FOR INCLUSION IN THE OMPF. IF DEFICIENCIES, MISSING INFORMATION, OR UNREADABLE DOCUMENTS ARE PRESENT IN A MARINE'S OMPF OR MBS, THE INDIVIDUAL MARINE IS PERSONALLY RESPONSIBLE FOR CORRECTING THE RECORD BY CONTACTING THE CMC (MMSB-20). MARINES ARE REMINDED THAT ANY ADDITIONS TO OR DELETIONS FROM THEIR OMPF OR MBS WITHIN 12 MONTHS PRIOR TO THE CONVENING OF THE BOARD SHOULD ALSO BE VERIFIED TO ENSURE THE ACCURACY AND COMPLETENESS OF THEIR RECORD. MARINES ARE ADVISED THAT THE OMPF AND MBS ARE DISTRIBUTED TO THE BOARDROOM AT LEAST ONE WEEK BEFORE THE BOARD CONVENES. THEREFORE, TO ALLOW PROCESSING TIME FOR FILING IN THE OMPF, ALL OMPF DOCUMENTS (EXCLUDING FITNESS REPORTS), TO INCLUDE DIGITAL PHOTOGRAPHS, MUST BE FORWARDED AND RECEIVED BY THE CMC (MMSB-20) AT LEAST TWO WEEKS PRIOR TO THE DATE THE BOARD CONVENES. AFTER CHECKING THEIR RECORDS, ACTIVE COMPONENT MARINES WHO HAVE SPECIFIC CONCERNS ABOUT SOME ASPECT OF THEIR RECORD MAY CONTACT THE CAREER COUNSELORS AT THE CMC (MMEA-64) FOR ASSISTANCE. RESERVE MARINES MAY CONTACT THE RESERVE AFFAIRS CAREER MANAGEMENT TEAM (CMT) FOR ASSISTANCE.
B. COMMANDERS' RESPONSIBILITIES. IN ADDITION TO BEING MINDFUL OF THE ELIGIBLE MARINE'S RESPONSIBILITIES, COMMANDERS MUST ALSO ENSURE THE FOLLOWING:
(1) ENSURE THIS MARADMIN AND SUBSEQUENT CONVENING MARADMINS ARE AVAILABLE TO ALL MARINES UNDER THEIR COMMAND;
(2) ENCOURAGE ALL ELIGIBLE MARINES TO REVIEW THEIR OMPF, MBS, AND MCTFS DATA;
(3) ENCOURAGE ALL ELIGIBLE MARINES TO SUBMIT DIGITAL PHOTOS TO THEIR OMPF;
(4) ENSURE ALL REPORTING OFFICIALS COMPLY WITH THE FITNESS REPORT TIMELINES NOTED IN REF C;
(5) ASSIST MARINES WITH MISSING FITNESS REPORTS OR CORRECTIONS TO FITNESS REPORTS;
(6) REMIND MARINES TO PREPARE FOR THEIR BOARD PRIOR TO DEPLOYMENT;
(7) UNDERSTANDING THAT SOME MARINES MAY REQUIRE ADDITIONAL SUPPORT TO PREPARE FOR THEIR BOARD, ENCOURAGE MARINES TO CONTACT THE CMC (MMPR-2) FOR ASSISTANCE;
(8) IMMEDIATELY NOTIFY THE CMC (MMPR-2) VIA MESSAGE OR NAVAL CORRESPONDENCE OF ELIGIBLE MARINES WHO HAVE AN ERRONEOUS DOR, AFADBD, PEBD, OR RESERVE COMPONENT CODE IN MCTFS TO PRECLUDE ERRONEOUS CONSIDERATION OR NONCONSIDERATION; AND
(9) COUNSEL ALL MARINES WHO REQUEST NOT TO BE SELECTED PER PARAGRAPH 3102.2E OF REF D. PARAGRAPH 3102.2 ALSO OUTLINES ADDITIONAL RESPONSIBILITIES FOR COMMANDERS REGARDING THE COUNSELING OF MARINES ON THE PROMOTION PROCESS.
4. FITNESS REPORTS. DO NOT SEND FITNESS REPORTS DIRECTLY TO THE SELECTION BOARD. PER REF E, THE CMC (MMSB-30) MUST CERTIFY ALL FITNESS REPORTS PRIOR TO CONSIDERATION BY A SELECTION BOARD. FOR FITNESS REPORTS TO BECOME PART OF THE OMPF, THE FITNESS REPORTS MUST BE SUBMITTED FROM THE REVIEWING OFFICER TO THE CMC (MMSB-30). THE AUTOMATED PERFORMANCE EVALUATION SYSTEM (APES) IS THE PREFERRED METHOD OF SUBMITTING FITNESS REPORTS. HOWEVER, IF A PAPER VERSION IS SUBMITTED, IT IS IMPERATIVE THAT THE FORWARDING ENVELOPE IS CONSPICUOUSLY MARKED "CONTAINS FITNESS REPORT(S) FOR THE FY10 (APPROPRIATE BOARD) SELECTION BOARD". HARD COPY FITNESS REPORTS SHOULD BE SENT TO THE CMC (MMSB-30) ADDRESS LISTED IN PARAGRAPH 11.C OF THIS MARADMIN. MMSB-30 WILL DELIVER A COPY OF LATE-ARRIVING REPORTS TO THE BOARD AND POST THE ORIGINAL REPORT TO THE OMPF. FAILURE TO SUBMIT FITNESS REPORTS IN ACCORDANCE WITH FITNESS REPORTING TIMELINES CAUSES THE CMC (MMSB-30) TO BE INUNDATED WITH LATE FITNESS REPORTS. IT IS IMPERATIVE THAT THE CMC (MMSB-30) HAS AMPLE TIME TO REVIEW ALL FITNESS REPORTS; THEREFORE, COMMANDING OFFICERS MUST ENSURE REPORTING SENIORS AND REVIEWING OFFICERS MEET ALL FITNESS REPORT TIMELINES NOTED IN REF C.
A. DATE GAPS. DATE GAPS MUST BE CORRECTED IAW CHAPTER 8 AND APPENDIX I OF REF E. IF MISSING REPORTS ARE LESS THAN 1 YEAR OLD, A RECONSTRUCTED ORIGINAL IS REQUIRED. COPIES OF COMPLETED FITNESS REPORTS OVER 1 YEAR OLD MUST HAVE ALL PAGES CERTIFIED AS TRUE BY ONE OF THE REPORTING OFFICIALS SHOWN IN BLOCK 10 OF THE REPORT. REVIEWING OFFICER ACTION MAY BE ACCOMPLISHED AT MMSB-30 FOR REPORTS THAT ARE MORE THAN 1 YEAR OLD AND NOT ADVERSE.
B. ADVERSE REPORTS. ADVERSE REPORTS MUST BE REVIEWED PER THE PROVISIONS OF CHAPTER 5 OF REF E.
C. HEIGHT AND WEIGHT STANDARDS. ELIGIBLE ENLISTED MARINES MUST BE IN COMPLIANCE WITH THE HEIGHT/WEIGHT STANDARDS PRESCRIBED IN REF F. FITNESS REPORTS SUBMITTED UNDER REF C MUST CONTAIN A DIRECTED COMMENT IN SECTION I OF THE FITNESS REPORT IF THE MARINE EXCEEDS HEIGHT/WEIGHT STANDARDS AND IS NOT IN COMPLIANCE WITH PERCENTAGE BODY FAT LIMITS. MARINES WHO EXCEED THE HEIGHT/WEIGHT STANDARDS, AND WHOSE FITNESS REPORTS DO NOT INCLUDE BODY FAT INFORMATION, MUST PROVIDE OFFICIAL DOCUMENTATION REFLECTING BODY FAT PERCENTAGE TO THE PRESIDENT OF THE BOARD.
5. PHOTOGRAPHS. AN OFFICIAL PHOTOGRAPH, TAKEN WITHIN 12 MONTHS OF THE CONVENING DATE OF THE BOARD, IS REQUIRED TO BE ELECTRONICALLY FILED IN THE OMPF. SEE REFS B AND G FOR THE SPECIFICATIONS REQUIRED FOR THE SUBMISSION OF DIGITAL PHOTOGRAPHS.
A. IF AN AUTHORIZED CVIC IS NOT LOCATED NEAR A MARINE'S COMMAND, AND SOME OTHER MEANS OF TAKING A DIGITAL PHOTOGRAPH IS AVAILABLE, A DIGITAL PHOTOGRAPH MAY BE E-MAILED VIA THE COMMAND'S ORGANIZATIONAL MAILBOX OR VIA THE COMMANDING OFFICER, EXECUTIVE OFFICER, OR SERGEANT MAJOR OF THE COMMAND TO THE FOLLOWING E-MAIL ADDRESS: MMSB.PHOTO@USMC.MIL. THE PHOTOGRAPH MUST BE PREPARED PER THE TECHNICAL REQUIREMENTS LISTED IN REFS B AND G. IT IS THE COMMAND'S RESPONSIBILITY TO ENSURE THE PHOTOGRAPH HAS ALL THE REQUIRED INFORMATION ON THE TITLE BOARD AND HAS NOT BEEN ALTERED IN ANY WAY. IF THE PHOTOGRAPH IS NOT IN ACCORDANCE WITH THE SPECIFICATIONS LISTED IN REFS B AND G, THE COMMAND WILL BE NOTIFIED THAT THE PHOTOGRAPH HAS BEEN REJECTED. ALTERNATIVELY, IF ELECTRONIC TRANSMISSION OF DIGITAL PHOTOGRAPHS IS NOT POSSIBLE, MARINES MUST SUBMIT A HARD-COPY PHOTOGRAPH TO THE PRESIDENT OF THEIR BOARD.
B. PER THE GUIDANCE IN REF G, MARINES WHO ARE DEPLOYED AND DO NOT HAVE ACCESS TO THE UNIFORM PRESCRIBED IN REF B WILL TAKE THE PHOTOGRAPH IN UTILITIES MINUS THE UTILITY BLOUSE. THE TITLE BOARD WILL INCLUDE THE WORD "DEPLOYED" DISPLAYED PROMINENTLY ACROSS THE TOP OF THE BOARD AS WELL AS ALL OTHER INFORMATION REQUIRED BY REFS B AND G. FOR THE PURPOSE OF PHOTO CLARITY, THE PHOTO SHOULD BE TAKEN AGAINST A PLAIN BACKGROUND.
C. MARINES HAVE A PERSONAL RESPONSIBILITY TO ENSURE THEIR PHOTOGRAPH IS SUBMITTED TO THEIR OMPF AND MAY CONFIRM RECEIPT OF THE PHOTOGRAPH BY CONTACTING THE CMC (MMSB-20) OR BY CHECKING THE CMC (MMSB-20) HOMEPAGE. MARINES SHOULD BE AWARE THAT, ALTHOUGH A PHOTOGRAPH MAY BE OVER 12 MONTHS OLD, THE PHOTOGRAPH WILL REMAIN IN THE OMPF UNTIL AN UPDATED PHOTOGRAPH IS SUBMITTED. THEREFORE, WHEN REVIEWING THE CMC (MMSB-20) HOMEPAGE, PAY PARTICULAR ATTENTION TO THE RECEIPT DATE OF THE PHOTOGRAPH TO ENSURE THE MOST CURRENT PHOTOGRAPH SUBMITTED WAS RECEIVED BY THE CMC (MMSB-20). MARINES WHO SUBMIT A HARD-COPY PHOTOGRAPH MAY CONFIRM RECEIPT OF THE HARD-COPY PHOTOGRAPH THROUGH THE ENLISTED PROMOTION HOMEPAGE.
6. PROFESSIONAL MILITARY EDUCATION (PME). ALL ELIGIBLE MARINES ARE ENCOURAGED TO COMPLETE THEIR REQUIRED PME. THE SELECTION GUIDANCE
(PRECEPTS) FOR ALL BOARDS INCLUDES A REMINDER OF THE IMPORTANCE OF PME, WHETHER RESIDENT OR NON-RESIDENT, IN A MARINE'S DEVELOPMENT. MARINES ARE ADVISED TO ENSURE COMPLETION CERTIFICATES FOR PME ARE INCLUDED IN THEIR OMPF AND COURSE COMPLETION INFORMATION IS NOTED ON THEIR MBS. WHILE THE REQUIREMENT FOR ALL GUNNERY SERGEANTS ELIGIBLE FOR PROMOTION TO FIRST SERGEANT TO ATTEND THE RESIDENT SNCO COURSE WAS WAIVED FOR THE FY09 SELECTION BOARD, A DECISION ON WHETHER THAT WAIVER WILL CONTINUE IN EFFECT FOR THE FY10 SELECTION BOARD IS NOT ANTICIPATED UNTIL 3RD QTR FY09.
7. COMMUNICATION WITH THE PRESIDENT OF THE BOARD. PERSONAL COMMUNICATIONS MUST BE RECEIVED OR HAND-DELIVERED NO LATER THAN 2359 (EASTERN TIME) ON THE DAY PRIOR TO THE CONVENING DATE OF THE BOARD. ADDRESS ALL COMMUNICATIONS, TO INCLUDE UPDATE MATERIAL, TO THE PRESIDENT OF THE APPROPRIATE BOARD.
A. FORWARDING COMMUNICATION TO THE BOARD. MARINES MAY SUBMIT COMMUNICATIONS VIA U.S. MAIL, PRIORITY OR NEXT DAY PACKAGES, FAX, OR EMAIL. B. UPDATE MATERIAL. MARINES MAY SUBMIT ANY INFORMATION OR MATERIAL THEY DEEM IMPORTANT FOR CONSIDERATION BEFORE THE BOARD WITH THE EXCEPTION OF COPIES OF FITREPS. MARINES SHOULD UNDERSTAND THAT OMPF MATERIALS SENT DIRECTLY TO THE PRESIDENT OF THE BOARD DO NOT BECOME PART OF A MARINE'S OMPF AND UPDATE MATERIAL IS DESTROYED UPON FINAL APPROVAL OF THE BOARD. THE FOLLOWING GUIDELINES APPLY REGARDLESS OF THE MEANS BY WHICH A MARINE SUBMITS MATERIAL, I.E., MAIL, FAX, E-MAIL, ETC.:
(1) UPDATE MATERIAL MUST BE SUBMITTED UNDER COVER LETTER WITH THE UPDATE MATERIAL AS ENCLOSURES (A SAMPLE COVER LETTER IS AVAILABLE AT THE ENLISTED PROMOTION HOMEPAGE);
(2) THE COVER LETTER MUST BE ADDRESSED TO PRESIDENT, FY10 (APPROPRIATE BOARD) SELECTION BOARD (SEE PARAGRAPH 11A FOR COMPLETE ADDRESS);
(3) UPDATE MATERIAL MUST BE FROM THE ELIGIBLE MARINE; AND
(4) THE COVER LETTER MUST BE SIGNED BY THE ELIGIBLE MARINE. MATERIAL SUBMITTED WITHOUT A COVER LETTER OR RECEIVED AFTER 2359 (EASTERN TIME) ON THE DAY PRIOR TO THE CONVENING DATE OF THE BOARD WILL NOT BE SUBMITTED TO THE BOARD.
C. UPDATE MATERIAL RECEIPT VERIFICATION. MARINES DESIRING TO VERIFY THAT THE CMC (MMPR-2) HAS PHYSICALLY RECEIVED UPDATE MATERIAL MAY DO SO VIA THE ENLISTED PROMOTION HOMEPAGE.
D. REQUEST FOR NONSELECTION. SOME MARINES ELIGIBLE FOR PROMOTION MAY PLAN TO LEAVE ACTIVE DUTY AND DESIRE TO WRITE TO THE PRESIDENT OF THE BOARD REQUESTING THEY NOT BE SELECTED FOR PROMOTION. ANY MARINE WHO WRITES SUCH A LETTER TO THE BOARD WILL STILL BE CONSIDERED FOR PROMOTION AND WILL INCUR A FAILURE OF SELECTION IF NOT RECOMMENDED FOR PROMOTION BY THE BOARD. COMMANDERS, ASSISTED BY THEIR SENIOR ENLISTED ADVISORS, MUST ENSURE THAT REQUIRED COUNSELING HAS TAKEN PLACE PER THE INSTRUCTIONS IN REF D.
8. RESERVE REQUIREMENTS. IN ADDITION TO INFORMATION IN PARAGRAPH 7 ABOVE, RESERVE ENLISTED MARINES MUST ACCOMPLISH THE FOLLOWING:
A. CAREER RETIREMENT CREDIT REPORT (CRCR). THE CRCR IS PROVIDED TO RESERVE BOARDS AS A QUANTITATIVE MEASURE OF ACTIVE PARTICIPATION. THE CRCR SUMMARIZES RETIREMENT QUALIFICATION AND IS USED AS A CONTINUATION ELIGIBILITY DETERMINANT. IT IS THE RESPONSIBILITY OF EACH MARINE TO ENSURE THE CRCR IS ACCURATE PRIOR TO THE CONVENING DATE OF THE BOARD. PER REF J, SCREENING WILL BE CONDUCTED ANNUALLY. MARINES SHOULD IDENTIFY DISCREPANCIES AND PROVIDE UPDATING OR MODIFYING CRCR INFORMATION TO THEIR INSPECTOR-INSTRUCTOR OR COMMANDING OFFICER DURING THESE SCREENINGS. RESERVE UNIT COMMANDERS WILL CORRECT DISCREPANCIES VIA THE UNIT DIARY. INDIVIDUAL READY RESERVE (IRR) AND SELECTED MARINE CORPS RESERVE (SMCR) MARINES WILL RECEIVE AN UPDATED CRCR FROM THE MARINE CORPS MOBILIZATION COMMAND (MOBCOM) WITHIN 45 DAYS OF THEIR ANNIVERSARY DATE. PER REF J, CORRECTIONS MUST BE ANNOTATED AND RETURNED WITH SUPPORTING DOCUMENTATION (MUSTER SHEETS, ORDERS, HISTORICAL NAVMC 798'S, ETC.) TO MOBCOM.
B. RESERVE QUALIFICATION SUMMARY (RQS). PER REF J, RESERVE MARINES (EXCEPT ACTIVE RESERVE) ELIGIBLE FOR CONSIDERATION FOR PROMOTION ARE REQUIRED TO SUBMIT A COMPLETE RQS (HQMC VERSION 1-02) AS UPDATE MATERIAL TO THE BOARD NO LATER THAN 2359 (EASTERN TIME) ON THE DAY PRIOR TO THE CONVENING DATE OF THE BOARD. THE PURPOSE OF THE RQS IS TO PROVIDE THE BOARD INFORMATION NOT INCLUDED IN OTHER OFFICIAL RECORDS OR FITNESS REPORTS. BLANK RQS FORMS ARE AVAILABLE AT MARINE ON-LINE, THE ENLISTED PROMOTION HOMEPAGE, AND THE RESERVE AFFAIRS WEBSITE.

Snow Day

Checked the snow line at 0535, but at least (1) platoon commander had beaten me to it.
